Yes. Tenant management is available regardless of where the license comes from; if you move to CSP you gain a monthly TRY invoice and flexible licensing.
No. Admin rights transfer and policy changes are planned; steps that need user action are announced in advance.
Backup of Microsoft 365 data is a separate service (BaaS). Microsoft provides only limited retention; Sentinel BaaS is recommended for permanent backup.
